Abstract:
The successful functioning of local self-government relies on the principles of transparency, equality, and proportionality, as well as effective communication with the public. Cooperation between local authorities and residents contributes to legitimate and balanced solutions. The competences of local communities in the Republic of Slovenia are limited by constitutional and legal norms, which ensure legal certainty and prevent arbitrariness. Administrative dispute proceedings serve as a key legal safeguard by enabling judicial review of the legality of decisions. The article emphasizes the importance of qualified personnel, a reliable judicial system, and a strong legal culture for the effectiveness of legal protection and the strengthening of trust in local authorities.
