Students will develop the following general competences: initiative and independence in decision-making; broadening of their general legal knowledge in the field of elections and referendums, thereby ensuring a broader perspective, which is of exceptional importance for high-quality decision-making; development and application of legal syllogism and argumentation, general communication abilities and skills, and the presentation of acquired knowledge within and outside the organisation and in an international environment; the ability to apply different interpretative methods to legal texts. Students will develop the following subject-specific competences: in-depth knowledge of elections and referendums and their practical application; the ability to resolve specific professional issues by applying relevant legislation, case law, interpretative arguments, and scientific methods and procedures; the ability to integrate knowledge from different fields (interdisciplinarity).
Intended learning outcomes
Upon successful completion of the course requirements, the student will be able to: acquire knowledge in the field of elections and referendums, on the basis of which they will more easily understand the functioning of the legislative branches of government in EU Member States and in Slovenia, evaluate the legal dilemmas of the field covered, acquire the skills of oral and written expression on legal issues in the field of the course.

Lectures with active student participation, case studies, individual and group research work, distance learning using ICT, and presentations.

Dr. Dušan Štrus je leta 2007 doktoriral na Pravni fakulteti v Ljubljani iz področja ustavnega prava. V letu 2011 je izdal knjigo z naslovom Drugi dom parlamenta, v kateri je predstavljena teorija in praksa dvodomnosti parlamenta. Leta 2017 je bil imenovan za sekretarja Državnega sveta Republike Slovenije.Izdal je več kot dvajset monografskih del kot avtor ali urednik ter člankov s področja ustavnega, parlamentarnega in volilnega prava. Nekateri izmed njih so prevedeni v tuje jezike.Dr. Dušan Štrus received his PhD in 2007 at the Faculty of Law in Ljubljana in the field of constitutional law. In 2011 he published a book entitled The Second Chamber of the Parliament with the presentation of the theory and practice of bicameral parliament. In 2017 he was appointed Secretary of the National Council of the Republic of Slovenia.He published more than twenty monographs as an author or editor, as well as articles in the field of constitutional, parliamentary and electoral law.
